Watchdog: Train costs out of control

The date for launching a light rail in Jerusalem has been deferred again, this time to April 2010, four years after the original date, which will cost the state hundreds of millions of shekels a year, says State Comptroller Micha Lindenstrauss.

The group building the rail may have received undue breaks from the state, and also filed its plans belatedly, the watchdog wrote in a report delivered yesterday. He also slammed the group's record on job safety in working procedures.

indenstrauss noted that the state's outlay leaped from NIS 500 million in 2000 to NIS 1.3 billion in 2007, far beyond estimates, which is exactly the sort of thing that is not supposed to happen when private enterprise is involved, the watchdog growled in his report. The state's investment is supposed to be calculated in advance, delivered to the private sector executors, and to be final. "The inspection found that this assumption fell short of reality in this case," he wrote.
