In 2007, the Chief Scientist's Bureau approved 619 research and development plans for 401 companies out of 800 applications by 500 firms.

These grants, issued by the Chief Scientist's Bureau in the Industry, Trade, and Labor Ministry total NIS 962 million. This constitutes an increase over 2006, when 592 R&D plans were approved for 371 companies for a total of NIS 917 million.

As was the case in the two preceding years, E.C.I. Telecom was the top recipient of Chief Scientist grants in 2007, receiving R&D grants of NIS 46.5 million; it received NIS 41.4 million in 2006.

Pharmaceutical giant Teva was also a beneficiary of a Chief Scientist R&D grant last year, receiving NIS 24.7 million, compared to NIS 25.5 million in 2006. Other recipients include Elbit Systems, Applied Materials and Elta Systems.

The Chief Scientist's Bureau says that grants allocated to large companies in 2007 were down, and smaller companies received a larger portion of the budget.

Grants allocated to firms with sales of over $100 million was down from 27% in 2006 to 21% in 2007 and grants allocated to companies with sales of up to $1 million rose in 2007 to 41%, compared to 34% in 2006 and 25% in 2005.
